Charlene Whitlinger

Director of Outreach Programs

Charlene Whitlinger is the Director of Outreach Programs for the Southwest Regional Council of Carpenters. Her main responsibility is the oversight and management of the “Career Connections Pre-Apprenticeship Program”. She has a diverse background with the combination of 33 years as an educational leader with experience in the construction industry as an owner of a Los Angeles based construction firm.

Charlene has a passion for Career Technical Education and providing our youth with a career pathway into a skilled and trained workforce. As a result of great teamwork, over 100 Southwest Career Connections programs have been implemented across six states.

Special Representative

Mike LaBruno is a certified Career Connections Outreach Specialist for the Southwest Regional Council of Carpenters. He has over 35 years in the construction industry which includes high level leadership positions. As an Outreach Specialist for the past 5 years, he serves in multiple areas of responsibility. He is currently a Master Trainer for the Carpenters International Training Fund, Mike trains experienced carpenters to become certified Outreach Specialists in the use of the Career Connections curriculum.

Mike makes comprehensive presentations to K-12 school districts and community college administrators, board members, teachers, and elected officials. Mike participates in several advisory committees to ensure strong collaboration and partnerships. He is involved in many facets of Career Connections program and provides training and technical support throughout the six states in the Council.

Mike is very proud to use his knowledge and expertise to “pay it forward” and create opportunities for our future carpenters.

Marcus Baisley is a certified Career Connections Outreach Specialist for the Southwest Regional Council of Carpenters. Marcus is the newest member of the Career Connections team. He wears “two hats” serving the Los Angeles area for Career Connections and as a special representative for Local 213 and serves on several committees for the Council.

He has worked over 5 years in the construction industry and uses his passion and experience to give presentations to school district teachers, administrators, and other interested parties. Marcus augments the Career Connection program to support teachers through mentoring while also ensuring safe shop practices with hands-on project demonstration. He provides tours of the Southwest training centers, and professional staff development with guest speaking appearances as requested.

Jeffrey Scott is a certified Career Connections Outreach Specialist for the Southwest Regional Council of Carpenters. His construction expertise was developed as a proud third generation carpenter. He has over 10 years of valuable high-level craft experience and applies that knowledge to guide future carpenters to a rewarding career.

Jeff is heavily involved in the support and training of instructors and the mentoring of the students to utilize Career Connections curriculum and Learning Management System effectively. He assists educational agencies in meeting the necessary requirements and overall program comprehension for a successful implementation.
